What was G.W.'s margin again?

According to the Caltech-MIT Voting Technology Project, which released their July 2001 Report today, between 4 and 6 *million* votes were *lost* in the 2000 elections. Caltech president David Baltimore is quoted, "It is remarkable that we in America put up with a system where as many as six out of every hundred voters are unable to get their vote counted."

What was G.W.'s margin of victory, again? What should we do when the differences between the candidates are so small as to make the result of the election *statistically insignificant*?
